Which Chinese Consulate Handles Your State?

Published · Updated

Your state of residence determines which Chinese consular office handles your visa application. Start with that assignment before planning a trip or sending your passport anywhere. For eligibility and application steps, see our companion articles, “China Visa for US Citizens: What You Need in 2026” and “How to Apply for a Chinese Visa, Step by Step.”

Find your office by state

The Embassy’s jurisdiction announcement assigns US residents to five offices: the Embassy in Washington, DC, and four Consulates General. Use the lists below for the state assignment, then open our service locations directory for the corresponding CEV route.

Embassy in Washington, DC

If you searched “Chinese embassy visa DC,” this is the Embassy district to check.

  • District: Washington, DC, plus Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia and West Virginia.

Texas and Florida residents also apply through this Embassy district.

Consulate General in New York

  • States: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island and Vermont.

Notice that Ohio belongs to New York’s district, not Chicago’s; use the official list rather than a general regional label.

Consulate General in San Francisco

  • States and region: Alaska, Idaho, Montana, Nevada, Oregon, Washington, Wyoming and Northern California.

Looking for “Consulate General of China San Francisco” from Washington state? This is your district; Washington, DC, belongs to the Embassy district.

Chinese Consulate General in Los Angeles

  • States and region: Arizona, Colorado, Hawaii, New Mexico, Utah and Southern California.

California is split between two offices, so check your county before selecting Los Angeles or San Francisco.

Consulate General in Chicago

  • States: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wisconsin.

If you searched “Chinese embassy Chicago,” the office’s correct name is the Chinese Consulate General in Chicago. The Chinese Embassy is in Washington, DC.

California: check the county, not just the state

The Los Angeles Consulate’s official district page (in Chinese) lists these ten Southern California counties:

  • Imperial, Kern, Los Angeles, Orange and Riverside.
  • San Bernardino, San Diego, San Luis Obispo, Santa Barbara and Ventura.

Northern California falls under San Francisco. Our California service guide explains the two CEV routes; follow the submission location confirmed through your online-review result. Keep the government office handling your application separate from the CEV receiving address used for your package.

Before choosing the office in your application

The Embassy and New York Consulate list proof of US residence among the basic document uploads, with examples including a driver’s license, utility bill or bank statement. Check your residence information alongside the district list before selecting the office in the online application. If you have moved and are unsure which office should handle your application, ask the relevant consular office to clarify before sending originals. Do not substitute a courier receiving address for your residence when working out the district: the receiving address tells you where CEV takes custody of the packet.

Do you have to go yourself?

The Embassy and consulates provide walk-in visa submission after online preliminary review reaches “Passport to be submitted.” An applicant or agent can bring the required passport packet without an appointment, but consular officers may still require the applicant to attend an interview.

That gives you a choice about routine submission, not a guarantee that you will never need to attend. For the passport packet itself, use the tourist visa requirements checklist if you are applying for an L visa. Consular walk-in service also does not mean every CEV receiving location accepts visitors. CEV’s Los Angeles guide allows appointment-based handoff once the order confirms the address and time; its Germantown guide describes a mail-only route serving the Washington, DC district. The New York City, San Francisco and Chicago guides describe mail intake without promising a walk-in counter.

How sending documents to CEV works

None of these five visa offices accepts mail-in visa applications. Their instructions require the physical handoff by the applicant or a representative; shipping documents to CEV lets us perform the handoff you purchase.

Before shipping, confirm three things:

  • The receiving address: use the instructions in your current order, not an old email or a search result.
  • The purchased handoffs: choose drop-off, pick-up or both; review the service details for what each includes.
  • The shipping directions: inbound delivery to CEV and return delivery to you are configured separately.

Drop-off includes logging your prepared packet, delivering it in person and posting a submission update. Pick-up includes collection coordination, recorded custody and return-package preparation. CEV’s passport shipping service uses tracked expedited options; Ground is not supported for passport shipments. Carrier postage and official consular fees are separate from the handoff service fees. Once the office and receiving route are clear, start an order for the help you need.

Consular jurisdiction FAQ

Can I choose whichever office is closest?

Use the office responsible for your residence. For example, Ohio is assigned to New York and Washington state to San Francisco, regardless of which city you would prefer to visit.

Can CEV collect a passport I submitted myself?

Pick-up may be available, depending on the servicing office and its receipt or authorization requirements. Confirm those requirements before ordering.

Does using an agent change the visa decision?

CEV is an independent service provider, not a Chinese embassy or consulate. The consular office decides acceptance and approval, and an interview can still be required.
