# US-born children: visa or Chinese travel document?

Prepare the birth and parent-identity evidence the consulate needs, then follow its determination. This guide does not calculate a child’s nationality or select an application route for your family.

## Read the official rule in full; ask the office to apply it

San Francisco’s current first-visa instructions for applicants under 16 require the birth certificate; where either parent on it was born in China, they also call for the specified parent documents at the time of birth and later naturalization evidence where applicable. This is a source-specific evidence checklist, not a nationality formula.

## Consent, guardians and a parent who cannot participate

For Los Angeles travel-document video interviews involving a minor, its guidance requires the applicant to participate with a parent or legal guardian. Its checklist has age-specific declarations and parent/guardian identity evidence. Visa and travel-document requirements must be checked separately.

If a parent is deceased, cannot be contacted, is abroad or cannot attend, explain the situation to the office and request its specific consent or guardianship instructions. Do not sign for an absent parent or assume a generic consent letter is sufficient. The Embassy app FAQ gives instructions for recording deceased or absent family members; it does not replace a case-specific evidence request.

- Keep names on the birth record and parents’ documents traceable through genuine change records.
- Confirm who must attend any interview and how to submit the required signatures.
